Directorate of Higher Education is the nodal agency sponsored and activated by Ministry of Higher Education, Government of Maharashtra . Directorate is headed by the Director of Higher Education and office is located at Central Building, Pune. There are 10 Regional Joint Directors. The office of the Joint Director Higher Education Mumbai is the regional office for Mumbai and suburban Mumbai. In 1984 Government of Maharashtra has bifurcated “Higher & Technical Education Department” from “School Education Department”. The main purpose was to increase the facilities & raise the standard of Higher Education in fields of Arts, Science , Commerce & B.Ed. at Graduation & Post Graduation level.
By the Maharashtra University Act 1994 all the Universities are equally empowered to function. Which enables Universities to effectively carry out the responsibility & more equitable distribution of facilities for higher education to bring about excellence in higher education. The state Government has important role to play in this as per the clause 8 of MU act 1994

Office of the Joint Director monitors all service conditions of all teaching(372+287) & Non-teaching staff (1319+373) of University of Mumbai & S.N.D.T. University respectively. .
This office also monitors 3184 teaching staff & 4438 non-teaching staff of 99 non-government aided colleges. Also 388 teaching faculties & 387 non teaching staff of Government colleges, Hostels & Institutes in Mumbai Region are monitored by this office.
The main objectives of this office is to provide bridge role among Ministry of Higher & Technical Education,  Director of Higher Education, Universities in the Region & Non Government and Government Colleges.

Overall, following are the main activities of Joint Director, Higher Education, Mumbai.
  • Controlling & co-ordination of Government colleges & Institutions in the region
  • Non government aided Colleges : Staff sanction, staff allocation and fund allocation. Salary distribution (UGC Sponsored), control and management.
  • Recommendation for College grants, Evaluation and Management
  • Implementation of Education Policies which are enacted by Director of Higher Education & Ministry of Higher Education, Government of Maharashtra
  • Controlling IAS (Indian Administrative Services) Training Centre SIAC.
  • Controlling Government Hostels
  • Teacher promotion and motivation
Innovative Activities of JDHE Mumbai
  • Launched website on 23rd October 2010 by Hon’ble Minister of Higher & Technical Education Shri Rajesh Tope.
  • Launched on line GPF Module on the base of AG Mumbai system on January 2011 by Director of Higher Education
  • Launched e-Vetan system for salaries of Non-Govt colleges including universities on the lines of SEVAARTH in the State Govt. on 3rd May 2012 by Hon’ble Minister and State Minister of Higher & Technical Education.
